Well, it's not stupid when you consider how the effects are created. Now, maybe we can think about adding some check boxes for specific options in future (such as independently removing bloom without touching other effects).
ANyway, to everyone who is not seeing the effects: check in the advanced settings to see if you have Post Process Effects turned on or off.

Most substances will generally loose their effect over time. Spiked Egg Nog and Wtiches Brew work by forcing neurotransmitters like serotonin and dopamine to be released into the synaptic junctions between brain cell. The result may be great feelings of eurphoria and visual hallucinations. Overtime the brain cells reputake system may be damaged from the overload and the reputake of neurotransmitters into the wrong specific reputake site. This can lead holes in the brain and Parkisons - and other things that big brother pays government researchers to say in an effort to curb the use of Spiked Egg Nog and Witches Brew. So remember to drink plenty of water and not party in the hot desert due to overheating. Parties in the Shiverpeaks maybe enviromentally safer due to the cold weather. But the sudden feelings of empathy and attraction to dwarves have caused many longterm psychological problems to those waking up in the morning beside a dwarf or two. Thats all I have time to say about that. Thanks.

T_T i hate the bloom effect. its cliche and overrated and it makes my eyes hurt. can i please be drunk without the bloom junk >.>

Post-processing as the name suggest are effects applied to the scene after its been rendered (the scene is rendered to the back buffer before its displayed), soon as the drunken effect simply warps the rendered image, seemed kinda obvious you would need post-processing turned on to see it. Post-processing doesn't only mean bloom.
